当前青少年依法参与的现状分析与路径依赖

随着青少年主体意识的不断觉醒,其依法参与意识也在不断提高,本文从剖析青少年依法参与现状中的表现形式和表现特征入手,探讨青少年依法参与中存在问题的成因,并在此基础上提出强化青少年依法参与的多方路径,即培养青少年成为合格的依法参与主体,构建以共青团为核心的青少年组织化体系,充分发挥网络作用,促进青少年依法参与,进一步完善青少年依法参与相关法律法规和政策,着力构建青少年事务社会工作体系。

The Present Juveniles' Lawful Participation: An Analysis of the Current Situation and Path Dependence

With the constant awakening of the juveniles＇ subject awareness, their sense of lawful participation is improving. This paper discusses the causes existing in their lawful participation by analyzing the form and characteristics of the current situation of their lawful participation. Based on this, it puts forward the following paths for strengthening their participation： 1. Training juveniles to become qualified participants; 2. setting up an organized system with the Communist Youth League as the core; 3. making full use of the Internet; 4. facilitating them to participate lawfully, further improve the relevant laws, regulations and policies for their participation; 5. making every effort to build the social work system of juvenile affairs.
