振兴东北老工业基地:着力发展区域经济

珠江三角洲、长江三角洲及京津环渤海经济区的成功经验表明,振兴东北应避免各自为战,必须把加强区域合作、共同发展作为重要途径。通过实现区域合作,可加快产业结构调整,发展接续产业和国企改革的步伐,有利于民营和外商资本健康迅速地发展,从而实现整个区域经济的繁荣。但在实践过程中,东北三省要选择适合自身发展的合作模式,进一步加强合作交流,坚决打破地方封锁和市场分割,建立服务于区域经济发展的政府职能体系,进行科学的区域规划和管理。

Rejuvenate Old Industrial Bases in the Northeast:Striving for the Development of Regional Economy

The successful experience of the economy development of Zhujiang and Changjiang River Triangle Districts and Jing-jin Economic Zone around the Bohai Sea, shows us that it is an important way to enhance regional cooperation for co-development and to avoid regionally isolated progress in the development of the northeast industrial base. Through the regional cooperation with proper methods, the industrial structure, some succession national enterprises and private economy in the northeast will be reformed or developed effectually. However, in practice, the three provinces in the northeast should select a proper cooperating model for self-development, further enhance cooperation and communication, break local blockade and market segmentation, build relative governmental institutions in the service of area economic development, and proceed scientifically with regional plan and management.
