| 摘 要： | 文章立足于世纪之交中国社会经济飞速发展的时代背景，围绕当前全面推进素质教育，培养21世纪现代化建设需要的社会主义新人的战略目标，提出转变教育思想、更新教育现念是构建思想政治教育新体系的首要任务，同时提出思想政治教育和素质教育融汇的途径、方法。

| Abstract: | This article bases itself upon our current background-the strategic goal of training people of a new type needed in the foundation of socialist modernization in the new century by carrying out personality cultivation. We try to make it clear that transferring education thoughts is the primary task in the foundation of the new system of ideological and political education. At the same time, this paper tries to explore the train of thoughts and ways to improve it. |
