公共领域中地方官僚、士绅与国家权力的关系——以清代和民国时期的甘肃为例

明清以来的甘肃，在其社会的发展演进过程中也出现了一些非公非私的公共事业的发展，且这些公共事业具有某种公共领域的性质和形态。在清代和民国时期甘肃公共领域的创建和发展过程中，地方官僚、士绅与国家权力三者都发挥了极其重要的作用。可以说，此时期甘肃公共领域的发展是地方官僚、士绅与国家权力彼此合作、互相制约和共同推动的结果，它们三者之间呈现出一种非常复杂的权力博弈关系。

A Discussion on the Relationships Between the Magistrate,Gentry and State Power in Public Sphere --Take Gansu Province as an Example in Qing Dynasty and the Republic of China

Since Ming and Qing Dynasty, the development of some public utilities that neither public nor private had been found in the social evolution in Gansu.Those public utilities are believed to have some certain properties and shapes of the public sphere. The magistrate, gentry and the state power all played extremely important rolesin creating and developing the ＂ Public Sphere＂ in Gansu Province during Qing Dynasty and the Republic of China.Frankly speaking, the development of the public sphere in Gansu Province during this period is the result of mutualcooperation, restriction and common promotion by the magistrate, gentry and the state power, and the relationships ofthe game of power between the three were shown very complicated.
