摘 要: | 通过对上海具有代表性的保障房建设基地的实地调研,分析目前上海市保障房的选址特征、居住区人口构成及其对区域人口发展影响。分析发现,上海市保障房选址主要集中在近郊区,对人口产生了较强的导入作用,有效缓解了中心城区人口压力,但也造成了人口在近郊区过度集聚,且住房郊区化快于产业郊区化,对区域内人口合理分布、公共资源配置和人口管理等方面带来不良影响。据此提出,应通过优化保障房的选址及合理的规划建设,完善服务体系等,实现人口与区域的协调发展。

Effects of Large-Scale Affordable Housing Communities on the Development of Regional Population and the Countermeasures: A Case from Shanghai |

Abstract: | A field research is made in Shanghai to study the city's representative affordable housing programs, and to analyze their site features, their residential population structure, and their impact on the regional population growth. The findings are: Shanghai mainly located its affordable housing communities in suburban areas, resul- ting in a growing population input here, which effectively eased the population pressure of the central city, but brought about a density convergence in the suburban areas; and "housing suburbanization" being faster than "in- dustrial suburbanization" adversely affect the rational distribution of the region's population, allocation of public resources and population management. It is accordingly proposed that the site should be optimized and the con- struction be rationally planned, and the service system be improved, so that the coordinated development of pop- ulation and area can be achieved. |
