被征地农转居老年人口养老标准研究——以南京市为例

以需求理论、生命周期理论和系统支持理论为理论基础,研究被征地农转居老年人口养老成本问题。通过分析被征地农转居老年人口的养老特点及其养老的周期性变化情况,得出养老成本的构成并构建出测算模型,实证分析南京现行的被征地农民保障政策,测算该地区被征地农转居老年人口人均主要养老成本价值,并与其实际养老保障待遇进行了比较分析,得出该地区养老保障待遇与养老成本之间的协调和趋势关系,确定出了合理、合适、易操作的保障标准增长率,为确定被征地农转居老年人口的养老标准提供了参考。

On the Standard of Old-age Pension for Senior Farmer-converted Urban Citizens Due to Land Expropriation: A Case Study of Nanjing City

By taking the theories of demand, life cycle and system support as the theoretmal basis, tills paperstudies the cost of old - age care of elderly urban citizens converted from rural peasants due to the acquisition oftheir farmland. It also builds a calculation model for the cost by analyzing the features of the stakeholders＇old -age care and its periodical change. Thereafter, it makes an empirical analysis of Nanjingg current policy for theaffected people; it also calculates per capita value of the cost, which is compared with the actual benefits thepeople received. Finally, this paper determines the growth rate for a rational, appropriate and easily operated se-curity standard.
