区域组织与其成员国的内战——反思利比里亚内战中西非国家经济共同体的武力行动

冷战结束以来 ,国际和平的不稳定因素主要表现为一国内部的武装冲突。在当事国所在的区域组织如何面对成员国内战的问题上 ,利比里亚内战中的西非国家经济共同体的行动受到了国际社会的普遍肯定。但回顾历史 ,该共同体的武力行动存在着较多问题。由于区域组织在国际关系中的地位和作用呈上升趋势 ,而一国的国内冲突往往具有国际化特征 ,因此 ,只有解决这些问题 ,才能发挥区域组织在维护地区乃至国际和平与安全方面的作用。

Regional organizations and civil wars in their member states

Since the Cold War ended, many unsteady factors for international peace have been caused by armed conflicts in individual states. How can a regional organization face a civil war in its member state? Upon the question, many people praised the action of ECOWAS in the Liberian civil war. But in fact, there were many problems in the action. Since the function & status of regional organizations in international relations are increasing,and civil wars tends to be regional organizations internationalized, only after the problems are solved can the function of keeping international peace and security be exerted.
