| 摘 要： | 目前我国灾害救助主体包括政府、社会团体以及个人,为了更好地发挥合力,要加强三者之间联系,建立横向的灾害救助体系;此外,需要引入专业社会工作方法,在纵向上建立以提高个人自助能力为基础的救助网络,以形成立体化式的救灾网络。

| Abstract: | Social assistance are mainly done by the government, social group and individuals in our country. Toexert the resultant force effectively, it is recommended that strengthen the contract among the three assistance subjects, establish a transverse disaster relief system,in additional, bringin professional social work and lengthwise construct a assistance network based on improve the personal self-help ability, which will lead toa multidirectional disaster reliefnetwork. |
