我国高等学校分配制度改革刍议

摘    要:高校在经历多年分配制度改革实践之后,业已建立起了具有高校特点、基本适应社会主义市场经济体制需要的薪酬制度。新的分配制度,较好地坚持了科学的分配的原则,体现了工资分配的保障、激励、调节作用,注意处理各利益主体的均衡。目前,在收入差距已经拉开、高校分配多元化态势已经呈现的同时,潜在问题也在表面化。进一步完善分配办法、解决现存问题,关键是加强政府的宏观指导、对高校进行科学分类、研究新的增资机制、营造良好改革氛围。

Abstract:A payment system suitable for the socialist market economy and tertiary education characters has been set up on the basis of many years reform practice. The new system conforms to the scientific principle of distribution, reflects the guaranteeing, material-rewarding, and regulating functions of salary distribution, and gives a careful treatment to the balance between various sectors, entities and parties. At present, when the income gap and the plural-distribution pattern have been formed, some latent problems begin to float to the surface. To solve the current problems, the key is the macro-guidance by governments, the scientific classification of tertiary institutions, the investigation of new salary raising mechanisms and the creation of fine reform environment.
