| 摘 要： | 树立科学的发展观要求行政司法牢固树立“以人为本”的思想。针对传统行政法规中种种非人本的弊端,新颁布的《行政许可法》做出了一些新的法律规定,其中对行政许可权的相对集中与实施就充分彰显了以人为本的科学发展观。虽然,目前人们对行政许可权的集中实施还有这样或那样的担忧,在其具体实施过程中也存在着不少困扰,但只要坚持统一、集中、效能的原则,它必将随着实践不断发展和完善。

| Abstract: | Insisting scientific development concept needs the administrative law to hold the people-first values.Aiming at the abuses of old administrative law, the recent issued Administrative Admission Law provides some new articles in which the relative centralization and implement of administrative admission shows the scientific development concept of people-first.Notwithstanding some anxiety and harassment in practice,the Administrative Admission Law will continually develop and perfect if we insist the principle of consistence,centre and efficiency. |
