公共行政的科学化、法治化和道德化

张康之教授在其近著《寻找公共行政的伦理视角》一书中,精辟且独特地分析了公共行政科学化的困境,并就如何摆脱公共行政科学化的困境提出了自己的意见,著者认为只有实现了公共行政道德化就能摆脱政府的“历史困境”,这一观点是值得商榷的。客观地分析,公共行政只有在实现科学化、法治化和道德化三者互动的基础上,才符合公共行政的未来发展趋势。

Scientification legalization and moralization of public administration

Professor Zhangkang-zhi in his book,public administration:A Moral Perspective,specially analiyzes the scientific predicament in public administration,and he puts forward the opinion of how to get away from the scientific predicament in public administration,that is to achieve the moralization of public administration.However,if only to achieve moralization of public administration,it cannot get away from governmental predicament,So this point is worthy of discussion.After we achieve the scientification,legalization public and moralization of public administration,then it will suit the future development trend of the public administration.
