我国农村集体建设用地入市的思考

摘    要:允许集体建设用地依法入市,构建城乡统一的建设用地市场,是十七届三中全会对农村土地制度改革的一项突破性举措,集体建设用地中的经营性建设项目,可以不通过征为国有土地,在符合土地利用总体规划的前提下有序、公开入市.通过分析集体建设用地入市的理论依据和现实意义,探讨了目前集体建设用地入市面临的主要困境,提出了推动集体建设用地入市改革的配套措施和建议,为完善和规范集体建设用地入市提供理论参考.

Abstract:A breakthrough about the reform of rural land system was made in the third Plenary Session of the 17th Communist Party of China Central Committee.Rural collective construction land was allowed to transact freely for commercial construction projects.This paper discussed some major difficulties countered in rural collective construction land transaction,and proposed some measures and suggestions to perfect rural collective construction land transactions.
