技术创新障碍的制度分析

科学技术向经济转化的过程可分为知识创新和技术创新两个阶段。每个阶段各有不同的特点、规律和运行机制。造成我国科技与经济脱节的原因 ,在知识经济阶段主要表现为科学共同体独立性的缺失 ,不能对知识创新提供必要的评价和激励。在技术创新阶段主要表现为市场竞争环境的不完善 ,企业没有追求技术创新和技术进步的动力。不断深化我国的社会和经济体制改革、完善企业治理结构和技术创新的社会评价体系应该成为我国目前经济和科技体制改革的主要内容

Analysis of the Institutional Obstacles for Technology Innovation

The transformation of science and technology into productivity can be divided into two stages: intellectual and technological innovation. Each has its own characteristics and mechanism. The separation of science and technology from application is caused by the lack of independent thinking and proper appraisal in the first stage and by the lack of favorable environment and motivation in the second. With a view of this, the primary concern for China's reform shall focus on improving the systems of management and that of appraising.
