| 对口支援和经济技术协作法律对策研究 |

| 摘 要： | 在我国,经过几十年的法制建设,对口支援和经济技术协作法律制度已经形成了一个包括多种效力层次的法律制度体系。同时这一法律制度在法律规范体系本身、实施机制以及实施效果上还存在较多问题。应当从三个方面进一步完善这项法律制度:一是加强这项法律制度体系本身的协调性建设;二是建立这项法律制度有效的实施机制;三是建立市场化的跨地区企业协作机制和支援项目的跟踪协调制度。

| Abstract: | The legal system of coordinated cooperation and economical technological cooperation is the supplementary system of the government support to minority areas,which is the important component of the system of national regional autonomy of our country.At the same time,there are some problems in terms of legal norm system itself,implementation mechanism and effect.For this reason,the article argues it should perfect this legal system further in three aspects.First,strengthen the harmony construction of this legal system;Second,set up an effective implementation mechanism;Third,set up market-based trans-regional enterprise cooperation mechanism and follow coordination system of supporting projects. |
