人力资本产权与国有企业人力资源管理

摘    要:国有企业人力资源管理举步维艰的原因之一 ,就是国有企业人力资本产权的模糊与被藐视。只有明晰人力资本产权 ,才能促进国有企业人力资源流动 ,从而实施科学的人力资源管理。本文在分析国有企业人力资本所有权与收益权虚置的危害后 ,指出了国有企业人力资本所有权与收益权明晰对企业人力资源管理的意义。

Abstract:What is the cause of the difficulty to manage human resources of state-owned enterprises?The ambiguity of the property right of human capital of state-owned enterprises and it's being depreiated is an important cause. Only when the property right is made clear can the flow of human resources of state-owned enterprises be promoted, and then the scientific management of human resources be carried out. This paper indicates the significance of the clearness of the ownership and the right of benefit for the management of human resources of the enterprises.
