本文以酒城泸州为研究案例，总结了泸州文化建设的现状、问题、机遇和挑战，提出了文化强市的指导思想、战略定位、发展目标，从文化产业、文化事业、公共文化服务、市民素质、文化人才、文化品牌、城市营销等领域提出发展路径，为西部其他中小城市文化建设提供借鉴。

How to Build the Small-and-Medium-Sized Cities in Western China into Culturally- Developed Cities？ A Case Study of Luzhou

The paper study Luzhou, the famous liquor town, summarizes the status-quo, problems occurred, opportunities and challenges in the city’s cultural development process, and discusses the guiding principles, strategic setting and development goal of building it into a culturally-developed city. The author proposes a development path for the city through the perspectives of cultural industry, public cultural services, quality of the residents, talents in the cul- ture fields, culture branding, and city marketing, which is expected to provide reference for other small-and-medium-sized cities in Western China.
