首善之区视野中的城市低碳转型研究——以北京为例

加快城市低碳转型是建设首善之区的必然要求。我国城市发展长期受到资源能源瓶颈性制约和环境污染挑战，以北京为例，尽管已加大节能减排力度，但还存在对低碳转型的重要性认识不足、节能减排压力大、区域发展不均衡、资源整合不够、社会参与水平低等困境，严重制约城市首善之区建设。加快城市低碳转型应该从理念与战略、技术与制度、生产与消费、资源整合与国际合作等方面采取对策，促进首善之区建设。

Research on Urban Low-carbon Transformation in Beijing

Acceleration of urban low-carbon transformation is the prerequisite for building a best city. Long been challenged by resources restrictions, Beijing is still lagging behind in citizen’s awareness, pressure from the emmission reduction quota, unbalanced regional development, low level of resources integration and lacking in public paticipation. In order to build the best city Beijing should tackle the problem from the perspectives of guidelines and strategies, technologies and institutions, production and consumption, integration and cooperation, etc.
