| 摘 要： | 社会管理是一个颇有中国特色的概念.中国社会管理体制的创新对于和谐社会建设的意义是显而易见的,因为,社会管理的根本目标是建立一个开放、自由、民主、公平、平等、和谐的社会,而创新社会管理体制,是维护社会和谐稳定的源头性、根本性、基础性工作.本文属于一个框架性的研究,主要对中国社会管理体制的历程、社会管理体制创新的理念与目标、方向与路径、创新的基础与重点等基础性问题作一个的探索性的分析,以期成为总结与研究各地创新经验的分析框架.
