摘    要:运用偏向性技术进步理论,构建了CES生产函数形式下的内生增长框架,研究了技术进步的来源和方向对工业节能减排的影响。研究发现,随着后危机时代技术投入增长,如果没有政策干预,企业的研发投入和引进技术支出使技术进步更偏向于资本增强和能源使用;而能源价格降低激励市场主体更多地投入研发于非能源要素使用,在替代弹性小于1的条件下,非能源要素增强型技术进步反而增加了能源消耗。因此,不仅要发挥市场在要素结构调整中的决定性作用,而且要通过政策干预,增加能源增强型科技投入的补贴力度,扩大能源增强型技术设备进口关税优惠,寻求节能减排和经济增长之间的平衡。

Abstract:By using the theory of the bias technology progress,the framework of the endogenous growth was established through CES production function.The effects of source and direction of the technological progress on industrial energy conservation and emissions reduction were studied.The study found that,with more and more technology input in the postcrisis era,if there is no policy intervention,R&D investment and the spending on introduction of technology in enterprises makes technical progress more capital increase and energy use;lower energy price incentives market players focus more on research and development in use of the nonenergy factors,and under the condition of less than 1 of substitution elasticity,enhanced technology progress with nonenergy factors have increased energy consumption instead.Therefore,not only market should play a crucial role in structure adjustment,but also through the policy intervention,the subsidies for energy enhanced science and technology should be increased,and also import tariff incentives of energy-enhanced technical equipment should be increased,balancing the energy conservation and emissions reduction with economic growth.
