| 摘 要： | 城市土地储备制度是城市土地使用制度改革的一种新尝试,它对于促进城市土地市场的健康、规范发展,促进城市土地资源的优化配置具有积极的作用。文章在分析城市土地储备制度产生的背景和意义的基础上,论述了土地储备制度的内涵、运行模式以及主要政策,并总结了土地储备制度的作用和效果。

| Abstract: | Urban land reserve system is a new reform attempt of urban land use institution in China. It has positive effect upon the sound development of land market and promoting optimal allocation. On the basis of analysis upon the land reserve system's background and significance, the paper expounds its implication, operational pattern and fundamental policy. At last, it summarizes the function and effect of land reserve system. |
