| 摘 要： | 在介绍腐败对政府效率影响两种对立观点的基础上,计算了我国行政腐败活动给国民经济和消费者福利造成的损失及世界非腐败程度与非官僚主义程度、政策透明度、政府政策实施效率之间存在高度正相关关系,得出了腐败导致政府效率低下的结论并提出了我国反腐败提高政府效率的制度设计。

| Abstract: | This paper first introduced two opposite standpoints concerning how corruption might affect the government efficiency. Then it provided a statistical analysis of losses in terms of national economy and consumers' welfare caused by corruption in China, an analysis of the degree of the non-corruption in the world and non-bureaucratism, and the degree of policy transparency and effectiveness of policy implementation. Finally this paper concluded that corruption has caused low-efficiency in government and it was time for the government to consider some countermeasures against corruption in China. |
