技术下乡与基层治理双重回应的生成

以 12345政务热线为代表的数字技术在基层治理中被广泛运用,调适了基层体制内权责关系, 是政府吸纳民意的重要渠道。但数字技术难以对个体诉求精准分类和真实性识别,因而产生诉求信息拥挤。基层干部在面对诉求制度的回应规则时,其回应行为呈现出线上诉求回应与线下事务治理回应的二阶样态。一阶样态体现出基层科层组织内部关于诉求回应的权责调配和压力驱动逻辑。二阶样态则是基层干部在具体情境中与村民围绕诉求进行互动,体现为一次性诉求直接回应、模糊性诉求程序回应和不正当诉求化解治理三种策略。诉求回应制度提升了基层回应性治理的水平和效能,但此种干群互动是靠科层压力传导来实现,呈现出回应的被动性和后发性,这与我国群众路线所蕴含的干部直接回应和解决民意诉求仍有区别。

Generation of Dual Response of Technology to the Countryside and Grass-roots Governance

The digital technology represented by the "12345 government affairs hotline" has been widely used in grass-roots governance,which adjusts the power responsibility relationship within the grass-roots system,and it is an important channel for the government to absorb public opinion.However,it is difficult for digital technology to accurately classify and identify the authenticity of individual demands,and therefore leads to demand information congestion.The grassroots cadres,when faced with the response procedure rules of the appeal system,their responsive behavior presents a two-level pattern-the online appeal response and offline affairs governance response.The first level pattern shows the power and responsibility allocation and pressure driven logic of appeal response within the grassroots bureaucratic organizations.The second level pattern refers to the interaction between grassroots cadres and villagers around appeals in specific situations,which is embodied in three strategies: direct response to one-time appeals,procedural response to vague appeals,and resolution of illegitimate appeals.The appeal response system has improved the level and effectiveness of responsive governance at the grassroots level.However,this kind of cadres and masses interaction is realized by bureaucratic pressure transmission,showing the passivity and lateness of response.There is still difference from the cadre''s direct response to and resolution of public opinion demands contained in the Party''s mass line.
