地方政府推进乡村振兴绩效评价:体系与实证

摘    要:基于结果导向和满意度导向,乡村振兴绩效评价为实现乡村振兴规划目标提供了价值导向、标准体系和社会动能。构建由决策部署、过程推进、目标实现和社会满意等 4项一级指标、12项二级指标、43项三级指标组成的指标体系,对广东省 21个地级以上市政府进行第三方绩效评价,结果表明: 2020年全省乡村振兴绩效指数为 80,13,主观评价(74,07)低于客观评价(81,29),地市之间绩效表现反差明显,各分项目标的实现程度不一,经济发展程度对绩效指数影响具有多样性等。进一步推进乡村振兴战略规划,应以追求农民满意度及获得感最大化定位地方政府绩效目标,立足实际优化实施方案,久久为功补足民生短板,强化激励不断完善评价体系和机制。

Abstract:Based on results orientation and satisfaction orientation,rural revitalization performance evaluation provides value orientation,standard system and social momentum for achieving planning goals.An index system composed of 4 first-level indicators12 second-level indicators and 43 third-level indicators such as decision-making and deployment,process promotion,goal realization and social satisfaction is constructed,and conduct third-party performance evaluation for 21 prefecture-level and listed governments in Guangdong Province.The results showed: the performance index of rural revitalization in the province in 2020 was 80.13,the subjective evaluation (74.07) was lower than the objective evaluation (81.29),the performance contrast between prefectures and cities was obvious,the degree of achievement of various goals was different,and the impact of economic development degree on performance index was diverse.To further promote strategic planning,we should position local government performance goals as maximizing farmers'' satisfaction and sense of gain,optimizing implementation plans based on actual conditions,and making up for the limitations of people''s well-being through long-term efforts and strengthening incentives and constantly improving the evaluation system and mechanism.
