| 摘 要： | 公共危机，是指危及国家安全、社会生活和人民利益的突发事件以及与此相关的特定状态。公共危机因其突发性、不可预测性、可扩散性、危害性和巨大的矛盾冲突，一旦发生，就成为社会公众关注的焦点。因此，公共危机中能否做好信息公开，对于政府而言是一个严峻的考验。本文以黄岩岛事件为例，探讨我国政府在公共危机中信息公开存在的问题，并在此基础上提出了改进公开信息的对策。
