基本养老保险实现全国统筹的区域障碍及策略研究

目前我国基本养老保险统筹存在层次上的区域障碍,不同地区在经济水平、基本养老保险历史债务和现状等方面的巨大差距严重制约着基本养老保险统筹层次的提高,因此,适当降低地区间收入再分配的幅度,需要对在岗职工平均工资进行较长时期分步调节,以实现较小幅度的收入转移代价,这将有利于减小基本养老保险全国统筹实现的阻力。

Research on the regional barriers and strategies for the national co-ordination of basic pension insurance

This article disclosed the regional barriers for the national co-ordination of basic pension insurance. The huge gap of economic level, historic debt of basic pension insurance among different regions will severely restrict the improvement of the level of basic pension insurance. Thus, we should appropriately reduce the magnitude of income redistribution among different regions and make step-by-step adjustment of average wage of workers.
