区域公共问题治理与地方政府协作机制构建

当前，区域公共问题的频繁发生凸显了传统科层制内向型行政和单边行政的治理模式与区域公共问题外部性特点之间的矛盾。这要求加强地方政府之间的合作治理。然而实践证明,现有的地方政府合作机制由于存在效率低下，缺乏制度和法律上的保障，无法从根本上解决区域公共问题。因而，构建超越地方政府合作基础之上的地方政府协作机制，加强地方政府协作的制度化建设，法律保障机制建设，责任分担与惩处机制和多中心治理机制建设就成为治理区域公共问题的重要途径之一。
