Theory and methods in optimizing allocation of public resources: a case study of regional allocation of public investment in agricultural R&D

The allocation of public investment based on the principle of equal marginal returns may lead to the maximization of total profit. To developing nations, the optimization of public investment can improve not only the efficiency of scarce public resources, but also that of private inputs, and/or partly replace private inputs, hence the increase in the competitiveness of the product in the world market. This approach is applicable to public investments not only in agricultural R&D, but also in other areas. It is also applicable to private investment as well.
