经济活动规范下的社会保障--兼论公平与效率的交替

文章阐述了社会保障理论及其代表人物的主要观点,分析了社会保障的补偿原则与衡量标准,论述了社会保障与市场经济建设和经济社会发展的利弊关系.认为社会保障包括人们的物质满足和精神愉悦;社会保障对经济发展和社会进步有调节作用;国民生产总值或国民收入的多少不是衡量社会保障程度的唯一标准;政策因素在特定时期对社会保障起主导作用.

On Social Insurance under the Normal of Economic Activities--and on the Alternatives of Fairness and Efficiency

Based on the social insurance tax which is exerted in China for the purpose of improving the system of social insurance, this paper discusses the theories and authors of social insurance in a systematically way, analyses the principle of compensation and judging criterion and points out the advantages and disadvantages of social insurance in economic market construction and development of economy. The author holds the opinion that social insurance includes material need as well as spiritual satisfaction; social insurance plays a role of regulation in the development of economy and social progress; GDP (gross domestic production) or the national income is not the only judging criterion for social insurance; and that the factors of policies play a dominant role in the social insurance in a certain period of time.
