长三角地区失地农民养老保障模式比较研究

失地农民养老保障制度是失地农民社会保障制度的核心内容之一。选取南京、杭州以及上海三市,对比分析长三角地区失地农民养老保障模式。重点分析了三市失地农民养老保障模式在保障目标和参保对象、资金筹集和管理及待遇水平上存在的差异。认为目前长三角地区失地农民养老保障模式的探索和实践走在全国大多数城市之前,三市的失地农民养老保障模式各有自己的特色。

A Comparative Study of Basic Old-age Insurance Models for Landless Peasants in Yangtze River Delta Region

The basic old-age insurance policy for landless peasants is a part of the major social security policies,a comparative analysis is made to study the situation in Yangtze River Delta region by selecting the 3 cities: Nanjing,Hangzhou and Shanghai,focusing on the cities’ differences in terms of security target,insurance participants,fund raising and level of administration and service.It is held in the paper that the mentioned region has done better job in old-age security compared with most cities else in China,and the three cities have respectively their own features in the insurance models for the referred people.
