| 摘 要： | 基本医保制度依据城乡和就业状况分设,由多部门各自为政,造成医疗保险政策不公,制度缺乏效率,同时阻碍了人力资本的自由流动和居民就医选择权利的实现。加快整合城镇职工基本医疗保险、新型农村合作医疗和城镇居民基本医疗保险3项并行的基本医保制度,有序迈向全民公平医保,应以政府为主导,切实加强医疗保险经办能力建设,妥善解决医疗保险的转移接续问题,因地制宜地探索建立城乡居民基本医疗保险制度,不断拉近城乡距离,最终实现基本医保制度的统一。

| Abstract: | China’s basic medical insurance system is divided into three parts according to employment status and household registration.The system results in unfair policies,inefficient system,and hinders the free flow of human capital and the realization of citizen’s right to choose medical services.In order to accelerate the integration of the urban workers’ basic medical insurance,the new rural cooperative medical care and the basic medical insurance for urban residents,and achieve a fair and orderly insurance system,the government should play a leading role,strengthen the capability building of medical insurance agencies,solve transferring problems properly,explore a basic medical insurance system for urban and rural residents,narrow the gap between urban and rural residents gradually,and ultimately achieve the unity of the basic medical insurance system. |
