人大民主的程序民主与选举民主——基于D市T区人大代表换届选举的观察和思考

民主既是一种政治制度,也是一系列政治程序和政治过程。要保证民主政治价值理念的实现,建构一套具体、可操作的民主程序,并实现程序的民主化至关重要。选举是民主价值的核心,选举人大代表作为我国重要的民主实现形式,但一些选举机构由于不注重选举程序的建构,致使对人大代表的民主选举异化;因而,要实现民主价值和目标,就需要在细节和程序上下工夫,在每一个程序上充分体现民主,由一个个民主的程序构成民主的连续带,必然会导向结果的民主,我国对人大代表的选举民主才可普遍地真正实现。

Procedural Democracy and Electoral Democracy of the NPC Democracy ——Based on an observation and a reflection of the general election of NPC deputies in T District,D City

Democracy is a political regime,a political procedure and political process as well.To ensure the realization of democratic political values,it is essential to construct a set of specific,applicable democratic procedures and achieve the democratization of the program.The elections are the core of democratic values.Electing the NPC deputies is an important democratic form in China.However,as some of the election organizers do not pay enough attention to the details of construction of election procedures,the democratic election appears mere a formality with only the democracy in appearance but no substance.Thus,to achieve real democratic values and goals,it is essential to emphasize the details and procedures of election,i.e.realize democracy in every procedure.The continuum of each democratic process will inevitably lead to a real democratic result.Only in this way can the electoral democracy China’s NPC be really achieved.
