吉林省农村人力资源开发与发展中等职业教育的思考

吉林省作为一个传统的农业大省和工业大省,要想走新型化的道路、实现全面建设小康社会的目标,变成一个农业和工业强省,必须解决大量农村劳动力的转移、农村工业化的问题,最终要通过大量农民文化素质与生产素质的提高来实现。笔者从吉林省农村劳动力的现状入手,有针对性地分析吉林省农村教育培训存在的各种问题,提出加强农村社区教育,建立以国家投资、地方政府投资及吸引民间资本相结合的投资体制,以民间管理为主的教育培训机构,以农村劳动力的转移及农村工业化为目标的培训机制。

Reflection on the Development of Rural, Human Resources in Jilin Province and Secondary Vocational Education

There has been much attention on the important impact of education on the transition of surplus labor in countryside.More extensive research on what educational training is in need and where the investment comes from is short of.This paper is based on the situation of the countryside labor in Jilin province.By analysis of the problems of educational training,it puts forwards to reinforcing secondary vocational education in countryside,which is established on the connective investment system of the state,province and private capital,managed by the educative public,and is for the transition of surplus labor in countryside and the modernization of countryside.
