关于健康社会政策的理论思考

为深入讨论我国全民健康和医疗卫生服务的问题,本文首先提出一系列问题:什么是卫生,什么是健康,健康服务的社会意义,传染病与慢性病,以人为本与医学伦理,基本医疗服务能"市场化"吗,"政府失灵"和"准市场",等等。在对这些问题进行阐述研究的基础上,本文分析了国际国内,都认为的医疗保险三模式:其一,"以国家一般税收作为筹资来源的模式"(英国);其二,"以缴纳社会保险费(税)作为筹资来源的模式"(德国);其三,"私人保险模式"(美国),并对三种模式进行比较,本文认为:中国的医改必须以人为本,只有全民医疗服务或全民医疗保险才符合这个大方向。

Academic Thinking on the Healthy Society Policy

Aiming at exploring Chinese national health and medical service, the essay, in the first place, comes up with a series of issues: the definitions of sanitation and health, the social significance of health service, infectious diseases and chronic diseases, humanism and medical ethics and so on. Based on the discussion over these issues, the paper analyzes three patterns of medical insurance widely accepted home and abroad: first, "the pattern funded by national tax revenue" (Britain); second, "the pattern funded by social insurance premiums" (Germany); third, "person insurance" (the United States); and makes a comparison among the three patterns. Lastly, the article argues that the Chinese medical reform must be humanistic and that nothing but national health service or national health insurance will meet such a requirement.
