| Abstract: | Local institutions of higher learning have several disadvantages in post-graduate education, such as too many institutions, small enrollment, insufficient educational funds and research investment, less staff training and policy priority, etc. Therefore, scientific orientation, finding advantages and exhibiting characteristics will enable them to survive in the intense competition so as to develop more steadily. |
