| Abstract: | Compared with east coastal areas, there are unfavorable disadvantages in talent compitition in mid-western region. After China's entry into WTO, the demand for talents will be far intensifying. Development of human resources requires of opmization of human resources structure and previligious circumstances and retaining of top talents so that previliges will be created for economic progress in mid-western region. |
