| 摘 要： | 国家是在社会中享有主权的政治组织，政府是管理与行使国家主权的机关。国家与政府是有区别的，这种区别不仅体现在概念的内涵上，而且体现在国家与政府各自的权力关系上。考察国家与政府的区别具有重要的理论与实际意义。
