少数民族非物质文化遗产保护中的政府角色——案例分析：“黄家医圈”现象和沈阳首届清文化节

在我国少数民族非物质文化遗产保护上，政府的行为和角色具有特殊的社会意义。在“黄家医圈”案例中，政府扮演了一个有限的被动的角色，但在功能意义上，却为民间传统医学的商业化发展提供了宽松的环境；但在“沈阳清文化节”的案例中，政府的决策程序和经济动机却在客观上制造了一起引发族群主义意识形态冲突的公共事件，这显然与政府促进国家建构和社会整合的意愿相背离。

On Government's Role in the Protection of Intangible Cultural Heritage of Ethnic Minorities——A case study of "Huang family medical files" and The First Qing Festival held in Shenyang

With respect to the protection of intangible cultural heritage of ethnic minorities,the behavior and role of government is of special social significance.In the case of "Huang family medical files",government played a limited negative role;however,functionally it created a loose environment for the commercialization of traditional medicine.But in the case of Qing Cultural Festival held in Shenyang,government's policy procedure and economic motives objectively provoked public incident which was caused by ideological conflict among different ethnic groups.Obviously,this is against government's will of promoting national construction and social harmony.
