| 摘 要： | 根据可持续发展原理和青海实际 ,本文提出以水、生态环境和经济发展“三位一体”模式建设青海的思路 ,并对水、生态环境和经济发展之间的辨证关系进行了分析 ,最后提出了实施“三位一体”发展模式的初步设想。

| Abstract: | According to the theory of the sustainable development, and based on the local condition of Qinghai province, the "3-in-1" model of the integration of water, environment and economic development is put forwards, with the analysis of the relationship among the water, environment and economic development. In addition, a tentative idea to implement the "3-in-1" model is given. |
