| 摘 要： | 清代前期新疆州县以下基层制度经历了由里甲制到保甲制的演变。首先实行的是里甲制,以满足控制民户和征收赋税的需要;接着实行保甲制,以加强对日益增多人口的管理。保甲制的推行,有利于清朝对新疆州县地区统治的加强和大一统局面的巩固。

| Abstract: | The paper points out that the local system of Xinjiang in early Qing Dynasty underwent a shift from lijia system to baojia system, the former befitting the need of population control and taxation while the latter contributing to the effective management of increasing population and thus to the solidarity of the central government. |
