农村新型合作医疗制度研究：问题、措施与发展趋势

建立新型农村合作医疗制度，从制度上解决农民的基本医疗保障和看病难问题，是农村的一项基础性工作，也是全面建设小康社会的必然要求。建立一个以“适应农村经济发展水平，适应农村居民承受能力，政府主导、组织、引导，个人、集体、政府多方筹集资金、以大病统筹为主的互助共济的 ”新型农村合作医疗制度，是当前解决农民因病致贫、因病返贫的有效手段，也是维护农村社会稳定，保护农村劳动力的有效途径。

Problems,Measures,and Development:an Exploration into the New Type of Rural Cooperative Medical System

It is a fundamental work in the rural areas and a necessity to build a well-off society to establish a new type of rural cooperative medical system and ensure that the farmers should have fundamental medical insurance and have little difficulty in receiving medical treatment.To build a new type of rural cooperative medical system which is suitable for rural economy and within rural citizens’ capacity,and which focuses on the multilateral fund of government,collectivity,and the rural individuals and mainly aims at treating serious diseases,
is an effective way to shake off poverty,maintain social stability,and protect labor force in the rural areas.
