| 摘 要： | 甘肃甘南州已被列入全国50个水源涵养功能区中,这决定了它有提供生态服务的重要义务和获得生态补偿的必然权利。为了促进水源涵养功能的持续改善,必须科学地引导产业结构调整。为了确保黄河重要水源补给生态功能的可持续发展,建立生态补偿长效机制是不可或缺的制度。

| Abstract: | Gannan Tibetan Autonomous Prefecture of Gansu Province has been ranked in the 50 headwaters in our country, which endows the prefecture with the significant duty of supplying eco-service and with the inalienable rights to eco-compensation. The sustainable improvement of headwaters requires a scientific industrial adjustment, and the inssurance of the sustainable improvement of the main water supply function of the Yellow river is expected of an inseparable and long-term eco-compensation mechanism as well. |
