依法治国与以德治国的要求和途径

从理论上论证了依法治国和以德治国的必要性和合理性,指出这既是古今中外历史经验的总结,又是建立社会主义市场经济的要求。以德治国不仅可以克服单纯法治的局限性,而且二者是相辅相成的统一整体。在此基础上,进一步指出了实现依法治国和以德治国的五条有效途径。

The Demands and Approaches of Rule by Law and Rule by Morality

This article proves the necessity an d rationality of ruling with law and r uling with morality,and then points out that ruling with law and ruling with morality is n ot only the summary of historical exp erience at all times and in all countr ies,but also the re-quirement of socialist market economy.The author puts forward five effe ctive ways to carry out the procedure s of ruling with law and ruling with morality on the basis of t he idea that ruling with morality can make up for the defects of merely ruling with law and that ruling with law and ruling with morality are two integral parts of the whole which complement each other.
