“硬件”是儿童福利院服务水平的决定因素吗?——以兰州市儿童福利院为例

孤残儿童福利与服务水平提升,有赖于服务机构基本硬件设施的改善。福利院作为向孤残儿童提供福利服务的主导性福利机构,其服务水平改善受到技术及管理等子系统变化的影响。研究以新型兰州市儿童福利院为分析个案,运用观察与访谈相结合的研究方法,发现并证实在宏观政策给定的条件下,硬件设施是影响儿童福利院服务水平的关键性微观因素。同时,硬件设施提升之后,以管理、员工精神状态等方式表现出的软件设施是促进硬件进一步发挥作用的推动力。

Is ＂Hardware＂ the Decisive Factor for the Service Level of Child Welfare Agency：Taking Lanzhou Children Welfare Center as a Case for Study

The improvement of the service level for the disabled children in the welfare center depends on the improvement of basic hardware facilities. The children welfare center is the main form of children welfare organization in China, and the improvement of its service level subjects to the development of the technology and management systems. This study focuses on an case study of a new children welfare institute in Lanzhou by means of a combination of observation and interviews with the intention to find out whether hardware facility is the key factor in children welfare service provided the macroeconomic policy in this field have been made. Once the hardware facilities improve, there is also an improvement in software such as management and employee mental stases. The study demonstrates that the software is a crucial impetus to promote further the performance of hardware facilities.
