中国民间金融问题浅析

民间金融是一种内生性的制度安排,它的出现在一定程度上具有制度层面上的合法性。但值得关注的是,民间金融是一把双刃剑,一方面在正规金融体系存在缺陷的情况下它有效地填补了其服务空缺,另一方面民间金融削弱了宏观调控的效果并且会引发高利贷、非法集资等违法活动。本文提出要想解决民间金融产生的问题,必须疏堵结合,尽快推进利率市场化改革、积极发展民间金融机构、拓展民间资金的投资渠道以及完善金融法治建设。

An Analysis of the Private Finance in China

Private finance is an endogenous institutional arrangement. From the perspective of institutional level, its existence is legitimate to some extent. However, it is also worth to mention that private finance is a double - edged sword. On one side, it filled the gap of regular financial system if there are some weaknesses in it ; on the other side, it weakens the effectiveness of macro - regulation and may lead to illegal activities such as usury, collecting money illegally. This paper suggests that if the problems from private finance are to be solved, an integrated approach of blocking and promoting should be carried out, reform of market - oriented interest rates should be conducted, private financial institutions should be developed in an active way, the investment channels for private funds should be broadened, and the constructing of legal system should be further improved.
