行政审批标准化管理的内涵、作用和局限性

作为一种管理社会的行为,行政审批需要通过特定组织(行政机关)来实施,因而具有引入标准化管理的基础。行政审批标准化管理并不能简单地等同于法律规定细化操作细则,也不能局限于公共行政服务的标准化,而应当围绕行政审批改革目标,依法运用信息化手段,实现行政审批组织结构和业务流程的不断优化。行政审批标准化管理对于贯彻十八届三中全会精神,进一步推进政府职能转变、推行可复制的行政管理体制具有重要意义和作用,但行政审批也有它的局限性,适度、合理的标准是行政审批标准化管理成功的关键。

The Content,Function and Limitations of Standardized Management of Administrative Approval

As society governance, administrative approval management can be standardized,based on the fact that it is implemented through government agencies. Standardized administrative approval management not only means implementation of law in detail or standardized content of public service, but reorganization and optimization of the administrative approval management through information technology so as to achieve the goal of reformation of administrative approval.There are limitations of the standardized administrative approval management,although it is very important for carrying out the spirits of the 3th Plenary Session of the 18th Central Committee of the CPC, and promoting transformation of government function and reproducible administrative model. Moderate and reasonable standardization is one of the key elements of standardized management.
