协商民主与当代中国政治发展研究

协商民主是基于人民主权原则和多数决原则的现代民主和治理形式,是以公共利益为价值诉求,通过理性平等地协商,在达成共识的基础上赋予政府决策与政党执政以合法性的过程。为此,要将涉及国家发展的重大问题辩论机制有效纳入协商民主的过程中,进一步完善人民政协协商民主的体制和机制,实现由政策性协商向制度性协商的根本转变。

Deliberative Democracy and Contemporary Chinese Political Development

Deliberative democracy is a form of modern democracy governance based on the principles of popular sovereignty and the principle of majority rule, which gives the ruling party and government the legitimacy process. We should put the mechanism of debating important issues in the process of deliberative democracy, improve democratic in stitutions of the CPPCC and realize the fundamental change from policy consultations to institutional negotiation.
