农村可持续发展视域下城乡土地置换机制研究

农村可持续发展是人口、资源、生态、环境、产业和经济等诸主体要素的协同发展,需要稳定持续的资本投入与农业产出,而投入与产出的对象则是最基本的生产资料——土地。农村可持续发展通过合理的土地资源战略与农业产业布局作为先决条件,土地的利用方式是其根本,土地要素是各个发展要素中的核心要素。城乡土地置换利用城乡土地存在的差价,在合理的制度安排与政策引导下,为农村发展提供稀缺的资金,保障农民既不失去土地又提高生活水平,还促进农村配套基础设施、公共服务体系等的改善,以及农业产业集约经营,为农村发展提供持续动力。

An Analysis of the Urban-rural Land Displacement Mechanism in the Perspective of Sustainable Development

Rural sustainable development is the collaborative development of such elements as population,resources,ecology,environment,industry and economy,and needs both stable and sustainable capital input and agricultural output.And in this course land makes the most basic means of production as target of both input and output.Therefore,rational strategy of land resources and agricultural industry distribution constitute the prerequisite for sustainable rural development.The way to use land is the fundamental element to realize such a development and the element of land is the core of all the development elements.The urban-rural land exchange uses the price differences and thus provides scarce funds for rural development under reasonable institutional arrangements and political guidance.Also,such an urban-rural land exchange is thought to be able to protect farmers from losing their land,improve their living standard,support the improvement of the current rural infrastructure and public service system,promote intensive farming and continuously empower rural development.
