建国初期城市行政队伍建设研究

在面临复杂的旧政府遗留人员状况和缺乏城市管理专才的困难局面下,中国共产党采取了"坚决依靠工人阶级"、"留用和改造旧职员"、"培养‘又红又专’的管理干部"、"坚决反对官僚主义的不良作风"、"党政合一、党管干部"等一系列城市行政队伍建设的方针和政策,使建国初期的城市行政队伍建设工作有的放矢。在中国共产党的领导下,通过积极运用群众运动式的工作方法,城市行政人员结构在军管时期、国民经济恢复时期、"一五"期间得到了不断调整,最终建立起了符合时代要求的城市行政管理队伍。

Research on the Building of City Administrative Staff During the Initial Period of PRC

This article studies the situations of city administrative staff during the initial period of PRC in four aspects: the historical conditions of the city administrative staff before PRC,the policy of the Communist Party on city administrative staff,the structure of the administrator team and the methods to build the administrator team.It's important for administration of the modern country to construct effective city administration system.During the initial period of PRC,the Communist Party of China faced many difficult tasks in order to strengthen the new regime and to build modern city administrative system.The administrative staff is the main body of city administration.Thus,it's the key for the new regime to build an administrator team which is fit for the quality of new state and masters the skills of modern city administration.
