公共治理视阈中社区危机管理的路径选择

2003年SARS危机以来,理论界对社会危机给予了较多的关注,取得的研究成果也较为显著。但总体看来,目前的研究更多地集中在政府危机管理层面,对危机管理的基石——社区的危机管理研究相对较少。本文从公共治理视阈出发,从理论上分析了社区在危机管理中的优势,并对社区危机管理今后的发展路径进行了思考,提出了相应的建议。

Approaches to Community Crisis Management in the Perspective of Public Administration

Since the crisis of SARS in 2003,the theorists concerned have given more attention to social crises and obtained more research findings.However,on the whole,the present studies focus more on the government management rather than the community management which is the cornerstone for handling social crises.The paper analyzes the advantages of communities for handling social crises from the perspective of public administration and brings up corresponding suggestions and approaches for the future community crisis management.
