摘    要:经济不发达地区人才流失问题长时间得不到根本解决 ,原因之一是该地区对人才流动现象在认识上存在观念性误区。充分认识该地区人才规律 ,更新人才战略思想 ,制定符合实际的、具有创新性的人才发展战略 ,才能从根本上解决经济不发达地区人才稳定与合理使用问题

Abstract:For a long time, the problem of a talented person's flowing and losing hasn't been achieved a fundamental solution in the undeveloped economic areas, which has not been correctly recognized.Therefore, in order to settle the problem of stabling and reasonably using a talented person, we should adequately know the law of a talented person in the undeveloped economic area, create the new thought,and make the developing strategy which is suitable, practical and creative.
